The IAU General Assembly will happen in Beijing in about a month.

It will include Joint Discussion 7

(which is a website that looks related to a bunch of the folks
prominent in IERS)
The point of JD 7 seems largely to deal with the redefinition of the AU
in the manner which has been under discussion for a decade or so.

At that JD will be a talk by McCarthy

at which it looks like he might suggest pre-scheduling of leap seconds
or at least consider the UT1 - UTC implications of so doing.
