[LEAPSECS] leap second festivities?

Right. Direct reception of Radio 4 on LW (198 kHz) would be best. Even  
the DAB broadcasts have some delay. And BBC World Service via Sirius  
XM will have some seconds of delay due to several factors not the  
least of which is buffering in the receiver.
