The Wabash F-Class Engines

A question for our Motive Power Department fellows...

I can recall several Wabash F's coming into Roanoke in the 1960s and 1970s.  (Yeah, they had been repainted "Norfolk & Western.")

Why were these and other "west end" engines brought to Roanoke, instead of being worked on at Decatur?
