I believe this is the first time that I have see double derails at one location -- a switch point derail to protect against eastward movements and a sliding, or hinged, block derail (appears to be sliding block) to protect against westward movements. There are double throw block derails that will derail in either direction, but the combination of derail types in this picture is interesting.
Terrorists, ya know :-)
The siding at Cowan enters/entered the Radford Army Ammunition Plant, serving a power plant and other loading areas in the Pulaski County part of the plant. Just inside the gate is a guard shack and some of the remaining inspection gear. There is an inspection pit under the track that allowed the underside of cars to be checked. There were also pole-mounted mirrors that gave a view of the topside of cars and the area was very well lit. As seen now, there is quite a stack of timbers blocking the gate, should someone decide to steal a train and run it into the plant.
Pulaski County and Montgomery County both have WebGIS sites, where you can view aerial photos of much better quality than offered by Terraserver and other sites (of course, parts of the Arsenal aren't available). The Pulaski County site is at http://arcims2.webgis.net/pulaski/default.asp and the Montgomery County site can be found starting at http://www.montva.com/departments/plan/igis.php
