Pearisburg Photo Question

At the top of page 95 in the new "N&W Steam in Color" book, there is a picture looking down on a Y class rounding a curve at Pearisburg, Va. There are three tracks in the picture. What is the track on the right, with its very very widely spaced ties used for?
