Congestion on Scioto Division

    Eight Bluefield and Vivian locomotive engineers left last night to take positions on the Scioto division to relieve the temporary freight congestion in that part of the Norfolk and Western system.  The increase in freight business within the past week or such a matter has been something enormous, and the company has found it necessary to supply additional men on the western division.
