It is a matter of "when." Earthmoving technology when the tunnel was built did
not make "daylighting" economical. Later, it made more sense to "daylight" than
to simply enlarge the bore, because the technology available had changed.

Can someone explain why this tunnel was not built "open" in the first place? It
seems as though constructing a tunnel would be much more difficult than just
removing the top. Obviously, that is not the case, or they would have done so
originally.

In the current Classic Trains Summer 2011 on page 34 is a image labelled
as #4 east of Christiansburg, VA entering a tunnel (J. David Ingles
photo). Is this the tunnel east of Shawsville that was daylighted for
double stacks??
