Jim,

The Gilbert Branch is currently fully CTC from Wharncliffe to Gilbert, and
connected to the CTC on the Guyandot River branch from Elmore to Gilbert.

While the connection to the C&O is out of service, the rails are still
in (only technically so in spots) though to the north side of Gilbert.
CSX still operates to a loadout just north of town, or as least still
was within the last few years. 

Someone else will have to answer the historical questions.
