I remember reading somewhere that most of these units were in pool service with Canadian Pacific on potash trains.  UP and CP were the buyers of the SD90's.  So I would say with them crossing the border regularly and the fact they were being retired more than likely put them low on the maintenance/cleaning list.

Haven't most of them being stored for awhile anyway?  I know CP has had them off the rails about 2 years now.
