This is the differrence of medium clear (speed) vs Diverging Clear
(turnout position/route). Practically all signals are really speed
designators but that is relevant to the local situation and circumstances.
Position lights are a replacement for semaphores. Nothing mechanical to
maintain except for relays.
All railroads treated their signals with their own unique variances, but
its based on what their needs are.
Much of the N&W territory is heavy mountain slow coal drags so knowing
what speed you have to run may not be so important than what the track
condition is. I'd have to relook at N&W/Pennsy signals especially since
I am modeling N&W anyways) but that is some good basic thinking.
