NW vs NS intermediate signals

On the N&W, if a block was occupied, it's intermediate signal showed "stop
and proceed".  If the block in advance were occupied it showed "approach"
and otherwise it showed "clear".  With NS, it appears that the most
restrictive aspect for an intermediate is "restricting", shown when the
block is occupied.  My question is, if the block in advance is occupied
does the signal show "approach restricting"?  Does this mean that the
"approach" aspect is only displayed for a block before a control point that
is showing "stop"?
