Jim,
     No where that I know of on the districts out of Roanoke had the 
ability to display an "approach restricting" signal (note that this 
aspect had a flashing yellow light). I would think that an "approach" 
aspect would be need to be displayed preceding an "approach restricting" 
in order for the train to reduce its speed down enough to comply with 
the 15 mph maximum speed.
