      well, that's a kick in the gut. yeah, it could be the precision
schedule railroading thing.  I guess when you run on 'razors edge' you
can't have no extra capacity.
  Probably results from someone's six-sigma project. Locomotives still need
to be worked on.  You still have 'some' cost for locomotive repair, whether
they are pulling hoppers or auto-racks, that really doesn't  go away, but
if you close these facilities, the six-sigma project declares cost savings,
from closing facilities, you get a bonus.
  The same fixed costs are just moved elsewhere  to other facilities ( put
on someone else's books as costs).  You just have to haul broken-down
locomotives to Pennsylvania now.
I wonder if they have the extra capacity there at Juniata ?
I'm sure there are a few on this list that know the back channel info. Mine
is just speculation, I've seen these type projects before.  I'd say most of
us have.  Hate it for the affected employees. I'm sure motivation is in the
tank.
