Virginian Coal Cars

Okay, I'll admit to wondering why the specific limit for NKP coal cars, and
not Wabash, VGN, P&WV, or .??  Also: 45 mph almost seems high for coal
trains; maybe my thinking is locked into the 14/28 mph squareheads.
