Mike - A Shenandoah Div. timetable from the mid-50's is not at hand right now, but check the volume of water stations between Roanoke and Hagerstown - they were few and far between. Hagerstown was a joint facility terminal meaning that N&W and PRR shared expenses -- usually based on volumes. Northbound crews Shenandoah to Hagerstown would stop at the northern-most N&W tank and top off both tenders, hoping to make it back before the tenders were empty. That reduced the N&W expense for water service.

Ken Miller provided this information, seeming to indicate that N&W purchased 10 tenders from ACL.
