The NMRA uses it's Rail Pass program to attract new members. As far as I know, no NMRA member has ever complained about it being 'unfair to other members." It only covers a new member for few months to introduce them to the NMRA.

If you want to attract new members these days, it's a worthy experiment. The NMRA still has that program.

At the general Membership  meeting as I recall just before you entered at
the back so you may have missed it.  Rick had just reported on membership
they ask for ideas
I threw that out and Tim flatly refused it said we was not giving any kind
of membership away it would not be fair to others members .

When was this rejected? I do not recall hearing it brought to the board.

If you look at page 3 of the last Arrow, I think you see something like this
