Westley:

This bill addresses the needs of those individuals who, for whatever reason,
failed to purchase flood insurance, but it does not appear to address those
individuals that were underinsured. I recognize that we would all increase
our policy amount retroactively today if we could, which is unrealistic,
however, there should be a provision for the elderly who were underinsured.

My mother, who is 78 years old, was insured correctly for Homeowners
Insurance, but was severely underinsured for flood, with only $37,500 for
building and $4,200 for contents. Further, her insurance company has
advised that NOTHING in her detached garage was insured because she did not
pay the additonal cost to insure it. I pointed out to them that the renewal
form I located that she just paid at the beginning of September only offered
one option, which was to increase the amount of flood insurance by
approximately 15%, with no mention of additional options.

The bill as presented greatly benefits those that either chose to take the
chance, or were misinformed about the need for flood insurance, but does
nothing for those that were paying their premiums in good faith and had
insurance agents that simply did not take the time to notify their clients
of the need for additional, appropriate coverage.

Please understand that I am not against the bill, but instead, would like to
see it ammended to include those over the age of 70 that were underinsured,
to have the option to pay premiums to bring their coverage to the
appropriate level.
