Jenny,

I think you may have misunderstood the press release.  FEMA is estimating
that it will spend about $9,000 per person rebuilding the area.  That does
not mean that everyone will receive $9,000 in actual cash.

When the recovery process is over, you could probably add up all the support
that you and your family received from FEMA and other government agencies,
and it should add up to around $9,000 per family member.
