In short, it allows you an opportunity to recapture your financial
investment of your home and then be in a position to decide how, where, and
when to rebuild.  It is a voluntary program so there are still some local
tie ins that will need to take place in terms of acting on those properties
that do not buy in to the redevelopment corporation meaning that the local
government will have to be very proactive in not allowing structures to
remain in disrepair or boarded up for any extended amount of time. We
recently passed a law that requires people to build back to pre-storm
integrity which should help.
