One place to try might be the Office of the Inspector General for the US
Post Office.  One of the complaints they will investigate is "deficient
practices, systems, controls or decisions".  This situation should qualify.
There is an on-line complaint form to fill out at
http://www.uspsoig.gov/hotline_NewCompForm.htm or you can phone in a
complaint at 1-888-877-7644.  If they are flooded with complaints, they may
force reconsideration.

That is ridiculous; I know of 10 families rebuilding in 70085 and growing;
our area only got 5 feet of water and will probably be one of the first to
return to normalcy; we have easy access to Belle Chaisse ferry and its not
too bad making runs for supplies. The least they could do is place cluster
boxes or rural deliveries say in Poydras, where several businesses are
already open. Who are we supposed to contact to oppose this annihilation?
