There is no mandate about two story structures. In fact it is the two story
structures that are coming back and providing living space upstairs while
repairs are done below.  There is always the need to secure any structure.

Rumors abound. Don't listen to 'people'. This list and Craig's research and
answers are the most reliable yet and I heard nothing about discriminating
against two stories.
