I checked on the use of volunteers and am told that there is adequate
manpower to handle the situation for the stickers and the stickers are being
printed.

I think using volunteers could be a way to assist in the shortage of
manpower.  I will see about getting this approved from a liability
situation.
 
The move to sticker vehicles continues to be slowly responded to by the
administration.
