One possible solution:  TERM LIMITS - eight years is enough time to make a
difference and not enough time to breed corruption (or is that wishful
thinking?).  Our entire Parish Counsel is term limited, our Governor,
Senators, Representatives, etc. are term limited....why not the Sheriff, the
Clerk of Court, the Assessor, Justices of the Peace and Constables?  I
believe that is the first step to help curve corruption (my opinion, of
course).
