On the correctional billing thing (part of Evercom) it says you can have
your phone number blocked from them if you email them.  I did the search
thing for correctional institutions served and plugged in New Orleans and
then Chalmette.  Both returned replies with info.  Calls could have been
placed from a number of jails.
