This must certainly be a misprint.  Mr Landry would never think that public
notices and open public meetings are a burden.  In fact, for residents to
engage in the public participation process such public notices are
essential, along with full access to all the information before the
decisions are made.  These garbage investigation meetings most likely will
not be public hearings, yet when the council does conduct public hearings
they need to be in a meaningful forum where any interested party shall be
fully heard.
