Vic,
Thanks for your excellent suggestions. I visited your
site, which is coming along nicely. All your pics were
beautiful, but especially like the cedar waxwing.

What I have done with birds is get the correct MM size
drill to 
correspond to the size of the exact size of the eye. 
Glue a SMALL piece of 
foam rubber in the base of the eye socket.  Then a few
drops of GEL super 
glue (careful not to get any on the exposed wood)  I
have hollowed out 
the tip of a brass rod so it is concave, then use
jewelers wax to pick 
up the eye and place it where I want it to go.
Hollow the brass rod with a dremel, foredom or
whatever using a round 
bit. The brass rod is about this size~~O~~  Paraffin
or candle wax would 
work.  The rod, when you are finished making it is
called a jewelers 
"DOP" I use this process on my painted birds as well.
(to place the eyes)
