Dick,  I used a small Micro-plane that is a tight half curve to smooth and
adjust my 5/8" holes for cane segments when I was doing them.  So, here is an
excuse to buy another tool! 
(assuming you don't have a full set of these already!)

You can also hold the drilled segment in your hand, wearing a glove, and turn
your drill press on low and use it to ream out the sides a tad. The 5/8" dowels
tend to dry oval after machining by the mfring process.  I suspect they start
with wet wood, round it, then dry it!
