Hi I would suggest you use mico paper on a small sheet of glass or plywood.
For the parting tools I would pick up a good water stone with the proper
angle. For a gouge you can use mico paper on a small dia doweling that is
the same size of your tool.

I liver in a retirement community so space is very limited, Does any one
know a good way to sharpen tools by hand? Especially gouges and v gouges.
