Hi Merrilee
A "floating panel in a frame" is basically what you have when
you mount a photo in a picture frame. The whole thing consists of
the glass set into a ledge on the back of the frame with the photo
on it and backed by a cardboard, with all three held in place by clips.
The glass, photo and backing are the "floating panel" which "floats"
in the frame because they are not fastened in place, merely being held
in with glazers tacks so they can't fall out.
