I highly recommend Microsoft Expression Graphic Designer, http://www.microsoft.com/products/expression/en/graphic_designer/default.mspx. It's the best graphics design program I've found, it does a LOT and it is FREE. The only down side is that every couple of years it becomes obsolete and you have to redownload
