You'll have to supply a lot more info before anyone can help.

Like, what kind of resin? Specifically. Like, how thick or thin it is?
Like, what do you mean rough spots? Like, does it have to be completely
transparent or is translucent OK?

I'm sure others will come up with other questions but these are
a start..

yes, I poured it on a relief yesterday but it has some rough spots and
some running. I thought i read that you can sand it and then ?? what to do
with the spots it leaves and how to find a level spot so it won't go on
uneven. and how many layers can i put on if it didn't get enough coverage
the first time.
