Chris,
You are on the right track to being a good carver. I would look at a
picture of a fish to see how the body is shaped and carve for that shape.
If the fish is a caricature carving, you should not have any wood showing
that doesn¹t have tool marks. If you are shooting for realism, you need to
detail in the tail and head at the least.

The relief is starting good. The background should be set back about half
the thickness of the board deep to give you room for the rest of the design
It does look like your tools are not sharp enough for the wood you are
working on. They may cause splintering and chipping when you get to the
detail on the flower and can be dangerous to use because they slip instead
of dig in.
