[Woodcarver] Woodcarver of the Year

Is the woodcarver of the year award open to carvers in any country? Already two of my favorites have been nominated - Jan Oegema and Joe Dillet. Although Jan is from Canada, I feel that he is more of a patriot for the USA than a large majority of the the people I know here. If nominations from other countries are allowed, there is another in Canada that deserves to be considered - and that is Bill Judt. I believe that Ivan Whillock would another worthy candidate from the USA. I am assuming that after a slate of nominees is selected that we will all have the opportunity to vote for one of them. Is that correct?
