The best resource I know of is Howard K. Suzuki's Soap Carving for Children
Of All Ages (Schiffer, 1999) .
It is engagingly written for the child to read and use. It starts by
teaching them how to make their own tools out of popsickle sticks, how to transfer
patterns to Ivory Soap, and how carve and paint them. I gave it to my
granddaughter last Christmas along with the supplies she would need. Howard also has
two later books on soap carving out, one on marine mammals and one on North
American land animals.
