Soap carving is ok but it makes a mess all over the tables and floor. I found sweet potatoes are much better. I bought a bunch of paring knives (like 25 cents each) which work fine. Besides they can eat the chips they cut off if they wash them ahead of time and use pencil instead of markers to make the drawing.
If they carve a face I instruct them to make the features very large so after the sweet potato shrivels up the features will not be too small.

The best resource I know of is Howard K. Suzuki's Soap Carving for Children Of All Ages (Schiffer, 1999) .
It is engagingly written for the child to read and use. It starts by teaching them how to make their own tools out of popsickle sticks, how to transfer patterns to Ivory Soap, and how carve and paint them. I gave it to my granddaughter last Christmas along with the supplies she would need. Howard also has two later books on soap carving out, one on marine mammals and one on North American land animals.
