I use Lunarpages  http:\\www.lunarpages.com,   
They've got some pretty good promotions going at the moment.  I purchased 4 years worth for around $4.00 per month.  Unlimited space, unlimited bandwidth.  You could when I got the service use either Windows Server or a Unix server.   I chose to use Unix to have more flexibility.   There's several web applications through fantastico that are there for use, fantastico makes installing web apps easier.

The tech support for Lunarpages has been good for what little I've needed them.
