Byron,

First; IE isn't so good. Like all MS products
it's just barely 'good enough' and frequently they
skirt the line on even that.

Second; it's because there are talented people
who fall into two categories: A). they simply
want to make things better and, B). They purely
HATE MS and all it's components.
