Hey Mike...
Writing this from Harrison, Michigan...

I have been using Coffeecup HTML Editor for over 10 years, almost since
their very beginning.  The program is great...yeah it has some built-in,
design templates, but there is no unnecessary code...just straight
forward code. There is a WYSIWYG component which you can use or not use. 
The program is affordable.reliable, and the company offers free upgrades
for life.
