Hi Bill
If there is an adjustment on the top wheel for tilt, then it has come
loose so that the plane of the top wheel is no longer parallel with the
plane of the lower. The plane of each wheel should be in the plane of
the
other. This can be tested by laying a straight edge from the top of the
upper to the bottom of the lower. You probably need to remove the
table to do
this. OR take a straight board that's long enough and add bump outs to
it
to go around the table.
