Look at Sikkens outdoor wood products for a finish. Here:

Look at the Cetol 23+ product under the exterior products catagory.
I have this on my place in Maine and it has preserved the cedar siding
beautifully for nearly 10 years. The stuff isn't cheap, but compared to your
time and effort of carving the bear, it is a good buy.
When the Mystic carvers did a bear for the environmental center ir Rhode Island
a few years ago, I believe they used a gas torch for the shading. 4-5 years
later, the bear still looks good.
